Unconventional Oil Production Plant Construction Core Technology Report Conference that will bring New Age to the Oversea Plant Construction Market

SKKU (President Dong Ryeol Shin) announced that the school participated the launching report conference held in Yongsan Smart City Enterprise Organization main conference hall on June 24th, responsible for overall management of ‘Unconventional Oil Production Plant Construction Core Technology Development Project’, a national R&D project by Ministry of Land, Infrastructure and Transport (Minister Hee-ryong Won) and Korea Agency for Infrastructure Technology Advancement (abbr. KAIA, Head of Agency Seung-gi Park).


This project aims to enter oversea plant construction market by localizing more than 80% of the production plant core technology and procuring Front End Engineering and Design (FEED) of each technology for securing plant construction competence through unconventional oil, represented as oil sands, development technology independence. The project began since April, and held launching report conference on June 24th.


The project group is composed of one overall and five focused sectors and 47 institutions will proceed with SKKU (Project Leader Am Jang), the overall sector institution, as the center.


The project’s R&D tasks will be conducted in 2 phases; the first phase where the research and developments focus on the core technology will be proceeded from April 2022 to December 2025 (3 years and 9 months) and the second phase where the actual technology application and demonstration such as construction, tests/continuous operation will be held from January 2026 to December 2028 (3 years).


From this year to 2026, a total of 195.2 billion won project fund will be invested into 46 institutions for the next 7 years.


In this launching report conference, the focused sector research institutions, Ministry of Land, Infrastructure and Transport, and KAIA shared project’s research development purpose, research and demonstration plans and discussed future courses.


There were further discussions about production plant FEED independence and core technology localization substantiation methods for overseas plant construction market export, which is the core of the R&D project.

This project’s leader and overall manager, SKKU Professor Am Jang, suggested specific performance objectives for each module and asserted accompanied growth with local small & medium material enterprises along with oversea market export through flexible promotion strategies.


KAIA Plant Department head Raesang Park said, “This new national R&D project will solve energy security and fossil fuel depletion problems and become foundation for obtaining oversea construction order in plant field and creating business model. We will put more efforts into procuring local plant core technology.”
