BK21 PLUS Project

BK 21 PLUS is a national human resources development project initiated to produce creative, master’s and doctoral-level human resources that will lead the Creative Economy of Korea, and to promote the creation of new knowledge and technology based on creativity

  • Urgent need for development of creative, master’s and doctoral-level human resources that will lead the Creative Economy of Korea
  • Need to establish creative university education and research environment by strengthening the role of the university, to become a hub for creating actual results

Project Stage-by-Stage Goals

    BK21 Project (’99~’ 05. 200 billion won per year)

    • - Establishment of advanced human resour ces developing system for placement (con centration) of distinguished master’s and doctoral-level students to outstandung education and research groups
    • - Establishment of normalizing university education & stabili-zing education and res earch enviroment through reduction of en rollent quota, Implemen-ting open-door policy, Establi-shing research-competitive enviroment

    BK21 Project (’06~’ 12. 290 billion won per year)

    • - Establishment of competitive human resources develpment system through dismi ssal & reentry placement (concentra-tion) for distinguished master’s and doctoral level students to outstanding education and research groups
    • - Innovation in the evaluation management system based on choice and focus strategy, for promoting graduate program specualization & establishing competitive environment
    • - Focused on University-Industry Cooperation, globalization and the balancing of nati onal growth

    • - Support for becoming a global research-oriented university
    • - Cultivation of talented individuals for each academic field and convergence fields
    • - Enhancement of higher education system and research qualities

Basic Objectives

Strengthening the groundwork as a research-oriented university through improvements in graduate education and research quality

  • Establishment of quality-focused achievement management systems and policies that promote research

Strengthening of regional graduate schools’ education and research competencies

  • Increasing regional university support funds and developing collaborative relationship between universities and middle-sized & regional enterprises
  • Cultivation of field-oriented master’s and doctoral level human resources through university-industry collaboration

Evaluation of plans and achievements of University-Industry collaboration to promote close links between graduate education and research, and relevant industries to produce more field-oriented knowledge, technology and master and doctoral-level human resources

  • Support for the cultivation of advanced, multi-skilled human resources in specialized fields

Introduction of new fields such as digital multimedia, cultural content, tourism, and information security, to promote advanced human resources who are specialized in fields with high social demand

  • Strengthening of program management to improve graduate school quality

The improvement plan for graduate school quality to be released will be used to reform project structure for 2015, and after two years of reform planning and achievement evaluation, a new plan will be implemented in 2016

Complete re-selection of project groups

  • Practical adjustments of research funds for graduate students and personnel expenses for new researchers

Increase in support funds for graduate students and young researchers by taking inflation rate into account so that students can focus better on learning and research without worrying about life expenses

  • Scale of support: 252.6 billion KRW in 2013 for approximately 500 project groups and teams
