5. 주제 설명
  - In earlier centuries all kings and governments employed astrologists to help them take the right decisions. Noowadays governments no longer employ astrologists but do not have any anlytical tool to replace them. Some rare leaders like President Roosevelt or de Gaulle had a personal "sense of history" which helped them choose their way, but a scientific tool woud clearly be useful.
It is the purpose of this talk to propose one which has been developed and tested over past decades. Its guiding principle is very simple and can be summarized in two senteces.
  - Identify and compare former events which have a similar mechanism
  - If in n recurrent cases you see the same outcome, it is reasonalbe to expect a similar one for case n +1

When an astrophysicist wants to study neutron stars he does not rely on only one observation but collects all available cases. The same should be done for historical evnets. Because they are trained accordingly astrophyscicests and physicists have a special role to play in the development of this project.
The speaker hopes that this talk will raise some personal interest among at leasat a few listeners so as to keep this project alive in coming decades. Through its hyper-specialization the present-day academic environment does not make that easy nor likely. Yet, for many decision makers such a tool would be quite useful, particularly in ministries of foreign affairs.
